Training of Local and Regional Office operators in ENESCOM project - 30th June and 1st July 2011
Training for Operators of Local and Regional Offices acting in ENESCOM project was organized on 30th June and 1st July 2011 and was held in Rzeszów Regional Office. Thematic issues prepared for presentation allowed participants to familiarize themselves with the idea of the project ENESCOM, the results of activities carried out under the state of research on renewable energy and energy consumption in the Province of Podkarpackie and to familiarize themselves with the specific issues relating to renewable energy, energy efficiency and ways to promote environmentally beneficial behavior among businesses and individuals.
The second thematic area implemented under part of the training workshop was to present the procedure for accession to the Covenant of Mayors and the preparation of plans for SEAP. On the basis of the collected material from research the trainees learned about the principles of operation and the possibilities of financing clean energy sources (wind farms, energy from biomass). For this purpose, there have been submitted specific examples of this type of investment operating successfully. Practical part of the workshop was also based on calculations of energy efficiency coefficients used in the studies conducted by the Rzeszów University of Technology and Foundation of Science for Industry and Environment. In this way participants acquainted with the existing knowledge on the analysis of energy use. An additional element of the training was information about the principles of the Covenant of Mayors (assistance in the preparation of the application procedure for municipalities) and the rules for drawing up plans for SEAP in the context of the discussions, there were also analyzed financing options for reducing energy consumption and the use of renewable energy sources and reducing CO2 emissions. Analysis of tax issues has been postponed to a later training, with considerations on the inconsistency of tax laws and their changes after the announcement of parliamentary elections (including changes in the legislation establishing the mandatory plans, plans of SEAP in the functioning of municipalities). One of the key issues were also to discuss and prepare proposals of measures to publicize and promote the ENESCOM project and its results among representatives of local administration bodies, adult members of households and also children and youth.
